The Pennsylvania Horse Breeders Association (PHBA) is responsible for all aspects of the Pennsylvania Breeding Fund, the official registration, marketing, and promotion of Pennsylvania-Bred thoroughbred race horses, as well as the maintenance of the official registry of PA-Bred race horses and Pennsylvania stallions.
PHBA’s website is for general informational purposes and should not be considered conclusive. Anyone interested in becoming a breeding fund participant or seeking information, registering foals or stallions should contact the PHBA office for specific guidelines.
A Thoroughbred foal born in the state of Pennsylvania and registered as such with the Jockey Club is eligible for Pennsylvania-Bred registration with the PHBA if one of the following conditions is met:

HARRISBURG, Pa. — More than 300 thoroughbred horse breeders who have been awaiting award payments since February will soon see those payments restored after Governor Tom Wolf signed reforms to the state’s Breeding Fund, according to Agriculture Secretary Russell Redding. The bill was signed on Oct. 28.
