Most of the time it's marketing coming up with these stats as they want as many people to buy the game as possible and not cause potential customers to avoid a purchase. Especially on Steam, where you have almost no return policy, I would be hesitent to trust their analysis of if my PC can run a game or not.
I assumed "can x hardware run y game" questions would be really repetitive and annoying so I was trying not to be a bother but System specs: (Non gaming budget laptop) AMD A9-9410 RADEON R5 2C + 3G 2.9 GHz Driver: 21.6.1 (I think I can check if needed) 8GB RAM (7.45GB useable)(idk what that means) And I dont know how to check my directX or what ...

Also, while I'm reminiscing, I found out GTA2 has its game speed tied to its fps. So since my PC was lacking power, I was playing the game at .25x or .33x speed. Normally I don't need to ask this question, but I've been hesitant to buy this on PC as a result. I5-9400F RTX 2070 64 GB of Ram Of course, the CPU is more what I'm worried about since the rest is above recommended. I'd like to play this game at High settings at 1080p/60 FPS, though I guess I'd settle for Medium/Medium-High. I guess for reference, I can play Storm Connections at 1080p/60 FPS ...
Canyourunit isn't the best place to get an idea of how well a game is going to run. It's ok for a rough estimate but it relies a lot on metrics like clock speed and VRAM that can be misleading. You could get video cards with 2 GB of VRAM years ago that wouldn't be able to come close to even running FO4, or you can have a GTX 770 with 2 GB of ...

If you search something like "can I run this game" there is a site with a huge database that will test your computer and tell you of you can play the selected game on the pc and at what quality. It will tell you if you have the minimum requirements or not and tell you what isnt enough if you cant.
look up a guide on optimal graphics settings - i can run this game on my pc with rtx 3060, 16gb RAM, Intel i5-7200. only catch is that the game assets take a bit to load in but once they do you're golden.
this. the best way to know if your pc can run a game is by doing the homework. PC gaming is inherently more hands on than console gaming and if you want to do pc gaming you gotta be ready to do some homework before you buy a game. direct x diagnostic (dxdiag.exe) will give you very detailed specs on your system.
