If you can follow these instructions to change your hardware keyboard layout, it should work for you: Press the Windows Key + I to go to Settings > Time and Language. Here are the input language settings I have installed: (1) JP Japanese (Japan) / Keyboard: Japanese. This setting lets the key input match the keyboard layout, and the "@" key switches the keyboard layout to setting (3). But I'm not able to type in Japanese.
