I do not believe any of the SAs offer a deferred admission. We had a somewhat similar question with regards to church missions for LDS appointees and in talking with admissions at USNA were advised that the choice was either reapply and go through the nomination process again or accept the appointment, attend 1 - 2 years, withdraw for a mission and do an abbreviated reapplication two years later.
Either Pen-Fed or USAA are excellent choices. Take your pick. For Cadets who have a car (back home) they can also switch their insurance over to USAA - cheap.
