COMPASS, also referred to as Freeway Traffic Management System, is a system run by the Ministry of Transportation of Ontario (MTO) to monitor and manage the flow of traffic on various roads (including 400-series highways) in Ontario. A set of Interstate Highways on Oʻahu were approved for funding by the US Congress in 1960, a year after Hawaii was admitted as a state. A corridor connecting the Honolulu area to Kāneʻohe was included in the plan and was designated as "Interstate H-3" by the Bureau of Public Roads (now the Federal Highway Administration) on August 29, 1960.
