Level 2 contains the SCADA to readings and equipment status reports that are communicated to level 2 SCADA as required. Data is then compiled and formatted in such a way that a control room operator using the human-machine interface (HMI) can make supervisory decisions to adjust or override normal RTU (PLC) controls.
A remote terminal unit (RTU) is a microprocessor-controlled electronic device that interfaces objects in the physical world to a distributed control system or SCADA (supervisory control and data acquisition) system by transmitting telemetry data to a master system, and by using messages from the master supervisory system to control connected objects. A feedback control loop is directly controlled by the RTU or PLC, but the SCADA software monitors the overall performance of the loop. For example, a PLC may control the flow of cooling water through part of an industrial process to a set point level, but the SCADA system software will allow operators to change the set points for the flow.
A variant of PLCs, used in remote locations is the remote terminal unit or RTU. An RTU is typically a low power, ruggedized PLC whose key function is to manage the communications links between the site and the central control system (typically SCADA) or in some modern systems, "The Cloud".
A Remote Terminal Unit for the DNP3 protocol can be a small, simple embedded device, or it can be a large, complex rack filled with equipment. The DNP User Group has established four levels of subsets of the protocol for RTU compliance. The DNP Users Group has published test procedures for Levels 1 and 2, the simplest implementations.

Alternatively, they can be connected to a substation RTU that acts as a gateway towards the SCADA server. [2]
