In 1920 construction began on the Clark County Asylum two miles east of Owen - the forerunner of today's Clark County Rehab and Living Center. It was the last built of a network of 35 county mental hospitals in Wisconsin, providing long-term care for patients who were unlikely to recover.

In 1854, O’Neill's Mill, as Neillsville was originally called, was selected as the county seat of Clark County. [8] Neillsville was platted on April 14, 1855, and incorporated in April 1882. [9] A Winnebago Indian boarding school was operated by the Evangelical and Reformed Church on the west side of Neillsville from 1921 to 1957. [10] [11]
The 1918 History of Clark County described it at that time: "Christie is located on the old tote road, between Neillsville and Greenwood, and for years was an important postoffice in the county. It now has a store, two churches and a school."
In 1880 the Wisconsin Central Railroad built its line through what would become Owen, on its way from Abbotsford to Chippewa Falls. [6]In 1893 the John S. Owen Company of Eau Claire managed to buy from J.D. Spaulding 400 square miles of virgin timber that ran from the current site of Owen north through Taylor County and into Rusk County.
