The Washington County Historical Society was organized during a meeting in this building, the original site of the Washington County Free Library, at 21 Summit Ave. in Hagerstown.
The building appears to be one huge story from the façade. The building was designed by the noted late 19th-century American architect Bruce Price (1845–1903) and erected for the Washington County Free Library. It was used by the library until 1965.
