The prehistory of the W&BRV starts with the partnership of Gunn & Black, which owned a sawmill near Brinkley, Arkansas. [1] To haul logs to their mill, the partnership on July 1, 1879 began operating a 3-foot 6-inch gauge private rail line which originated from their mill and was extended in the direction of the town of Cotton Plant which was 11 miles to the northwest.

It includes ten contributing buildings (of eleven within its boundaries) lining Arkansas Highway 8, just north of its junction with Farm Market and Banks Roads. At the time of its listing on the National Register of Historic Places in 2001, all of these buildings, built between c. 1898 and 1940, stood vacant, reflecting the decline of the area.
As of the census [7] of 2000, there were 376 people, 145 households, and 108 families residing in the town. The population density was 56.5/km 2 (146/sq mi). There were 171 housing units at an average density of 25.7 units/km 2 (67 units/sq mi).
