You asked for passport photos, and you got passport photos. The problem is you don't need PASSPORT photos. You need VISA photo's for China. Don't expect Costco (or anybody else) to know the EXACT requirements for every visa for every single country. That's simply unreasonable. You can't apply for the visa by mail.

Which drugstore or other popular chain stores has passport photo service where you can take photo by yourself? Many years ago I did it at a Kmart store, and I could repeat a few tries if the first turned out bad (or maybe it's so cheap that I did pay for each try, I don't remember exactly).

I have Costco AMEX and I booked some travel during February using the card. I was always under the impression that Costco AMEX I have offers travel insurance i.e. in an event the flight is canceled or delayed because of weather or something, I will get full fare refund. I called them up to confirm and apparently, they don't have such coverage.
