Usually the free shipping is only withing the country of the seller, and many international buyers do not like paying for the shipping in the sellers country, and then being charged the full amount of international shipping.

For example, with my stock design labels, I used to charge $8 with $3 shipping and $1 extra for each additional sheet. Now i f a buyer orders one sheet, the price (incl "free" shipping) is $10. The buyer can also opt to buy a pack of 2 sheets@ $19, 3 sheets for $27 or 5 sheets for $40.

I just put the ring in my cart again and the shipping was $3.42. Changed the quantity to 2 and it remained at $3.42. Added a scrunchie and again, no increase, and the same when adding an earring listing. In this case, you may lose money if someone does buy several things in one shot, because the package weight will definitely increase.
