Virginia counties and cities by year of establishment. The Commonwealth of Virginia is divided into 95 counties, along with 38 independent cities that are considered county-equivalents for census purposes, totaling 133 second-level subdivisions. In Virginia, cities are co-equal levels of government to counties, but towns are part of counties.
All counties, with the exception of Arlington County, are further subdivided into magisterial districts. [1] Magisterial districts are defined by the United States Census Bureau as a minor civil division that is a nonfunctioning subdivision used in conducting elections or recording land ownership, and are not governments. [ 1 ]
However, all local governments (counties, independent cities, and incorporated towns) are political subdivisions of the state. According to the 2002 Census of Governments, Virginia ranked 43rd among the 50 states in the number of local governments, with 521 as of June 2002.
