Tora Torbergsdatter was born on Giske in Møre og Romsdal, Norway.She belonged to the Giskeætten, a powerful family from Giske in Sunnmøre.She was daughter of Torberg Arnesson of Giske (ca. 1000–1050) and wife Ragnhild Erlingsdatter (992), maternal granddaughter of Erling Skjalgsson and wife Astrid Eiriksdatter and paternal niece of Finn Arnesson and Kalv Arnesson.
According to Adam of Bremen, Sweyn had a certain "Tora" at his court. Historian Sture Bolin argues that this "Tora" is actually Tora Torbergsdatter, the mother of king Olaf III of Norway, linking this to a passage about a king marrying the mother of a king named Olof. Olaf was a son of King Harald Hardrada and Tora Torbergsdatter. Olaf joined his father during the invasion of England during 1066. However, he was only 16 years old during the Battle of Stamford Bridge on 25 September 1066. He stayed guarding the ships at Riccall and did not participate in the fighting.

In 1047, King Harald became the sole ruler of Norway after the death of King Magnus. In 1048, Harald took another wife, Tora Torbergsdatter with whom he had two sons, Magnus and Olaf. The marriage can largely be explained by politics and alliance building.
