Karaikal (/kʌdɛkʌl/, French: Karikal /kaʁikal/) is a Municipality of the Indian Union Territory of Puducherry. [2] It is the administrative headquarters of the Karaikal District and the second most populated town in the Union Territory after Pondicherry .
Puducherry and Karaikal have the largest areas and population, and are both enclaves of Tamil Nadu. Yanam and Mahé are enclaves of Andhra Pradesh and Kerala, respectively. Its population, as per the 2011 Census, is 1,394,467. Puducherry is the smallest union territory in terms of sea coastline with 30.6 km length.

Puducherry is composed of three blocks, five municipalities, and ten communes. Puducherry and Karaikal have five communes each. The communes sub-divide into 98 village Panchayats.
