Was the question really answered for Gardis_SE? He asked about the difference between Outlook in Microsoft 365 and the new Outlook (replacement for the Windows 10 / 11 Mail), not the difference between Outlook in Microsoft 365 and the classic Microsoft Office Outlook.
If you are using office 365 business email account, please check this issue on the Outlook Web App (OWA) side. If issue persists, please involve your admin to trace if the incoming messages has been routed to Exchange Online Protection (EOP) via running a message trace.

As Yahoo and AOL are the same company for mail purposes, I think partially it's an AOL/Yahoo issue and partially an Outlook issue. No solution occurs to me yet. Have tried adding the Yahoo account and that works by providing the password, but of course doesn't have any of the other emails (it was basically an account to provide for junk purposes).
I am using Office 365 and Outlook 2019 from my new laptop, (same on previous laptop and account is still connecting). but when i try to add the same account on my new PC i have the same issue than describe in the question below:
Are you using a work or school account, a Microsoft 365 Enterprise or Exchange account, or a personal account? Can't get emails from a specific sender or can't receive emails at all? Is the send function normal?

Now outlook shows the status the Exchange Accounts at "Disconnected" Every so often it changes to "Trying to Connect" but then reverts back to Disconnected. Other POP and IMAP accounts in outlook are all ok, but the 3 exchange accounts have not been updated since the upgrade to office 365
