Sales tax isn't based upon MSRP, that's only the RTA tax that uses MSRP. Sales tax is based upon full purchase price of $54,790. As @camminich says, they got the wrong location (but they used Seattle, not Lynnwood or Bellevue). Seattle vehicle tax rate is 10.55% vs Bellevue at 10.4% and Lynwood at 10.8%.
