The 1916 Zoning Resolution in New York City was the first citywide zoning code in the United States.

In 1901 the New York State Legislature passed the Tenement Housing Act of 1901, which established a city Tenement Housing Department, including a Buildings Bureau and a Bureau of Inspection. [7] A citywide Department of Buildings though did not exist until 1936. [4]
The City Planning Commission was created under the 1936 New York City Charter. It started functioning in 1938 with seven members, all of whom were appointed by the Mayor [3] and was given responsibility for creating a master plan. [4] The commission currently operates under the terms of the revised 1989 Charter, with 13 members.
The charter is periodically revised, generally via a charter commission [4] including revisions that took place in 1898, 1901, 1938, 1963, 1975, and 2020. [5] [6] [7]The 1938 revision replaced the New York City Board of Aldermen with the New York City Council, and it also created the New York City Planning Commission.
