Forsyth is located in north-central Macon County at (39.9258, -88.9593 It is bordered to the south by the city of Decatur, the county seat. U.S. Route 51 is the main highway through the village, leading south 6 miles (10 km) to the center of Decatur and north 15 miles (24 km) to Clinton.

The library was incorporated in 1896, and construction on the new library building was completed in 1897. In addition to housing the town's book collection, the library also held books for the local public school and served as the Loda Historical Society's archives and the Oakalla Culture Club's meeting room. In 1901 Andrew Carnegie gave City of Decatur $60,000 to construct a new public library. The library was built in 1902 at the corner of Eldorado and Main and opened to the public July 1, 1903. The building served the community until 1970 when the library moved to North Street at the site of a former Sears, Roebuck & Co. store.

The small collection soon outgrew the few shelves in the drugstore and in 1914 found a new home in the Libertyville Village Hall. In 1921, the home and property of Ansel B. Cook were left to the village of Libertyville for library and park purposes; Cook Memorial Library opened to the public in November of that year.
