    Actually, the symbol was unchanged. The reason why the voiced palatal plosive looks like it was raised in the 1989 chart was because the font was different. IPA charts prior to 1989 used a font that rendered it as a turned f. Times New Roman (which is used in the 1989 chart) has the bar of the turned f raised.
