Reeves was born in Philadelphia, Pennsylvania to Frank H. Reeves and Arlette Espenshade Reeves; he had a brother and a sister. [1] [3] While at Abington High School, he studied meteorology at the Franklin Institute; [4] in 1983 he earned a B.S. in the subject from Pennsylvania State University.
At age 17 in 1944, he joined the Stamps-Baxter Quartet. Payne was also a member of the Lester Stamps Quartet, The Stamps All-Stars, and The Stamps-Ozark Quartet. In 1956, he joined The Weatherford Quartet, which featured Glen, Earl and Lily Fern Weatherford, Armond Morales, and George Younce. Younce was later replaced by Henry Slaughter.
