An area code overlay is a numbering plan area (NPA) in the North American Numbering Plan (NANP) that has multiple area codes assigned. Overlay complexes are used to add central office prefixes in an NPA to increase the number of available telephone numbers. [1]
A numbering plan area with multiple area codes is called an overlay. Area codes are also assigned for non-geographic purposes. The rules for numbering NPAs do not permit the digits 0 and 1 in the leading position. [1] Area codes with two identical trailing digits are easily recognizable codes (ERC).
In 2023, the first multiple boundary-extension overlay was implemented with the folding of area codes 602, 480, and 623 into a single overlay complex for the Phoenix metropolitan area. Service-specific overlays are not practiced in the NANP. Only one case, the first overlay area code in the NANPA, 917, was an example of this.
Area code 415 was one of the eighty-six original North American area codes established in 1947, but modified in geographic configuration later. Area code 628 was assigned in 2015 to form an overlay in that numbering plan area in mitigation of central office prefix exhaustion.
This is a list of future area codes in the North American Numbering Plan (NANP) that are in the planning stages for relief of central office code exhaustion in the given numbering plan areas (NPAs). The dates are subject to change during implementation as published in the official NANP Administrator Planning Letters .

Area code 408 was split from area code 415 in 1959. The numbering plan area was reduced in geographic extent in 1998 for the creation of area code 831. In 2012, area code 669 was assigned as a second area code for same numbering plan area by overlay.
Area code 303 is the original area code, while area codes 720 and 983 were added (in 1998 and 2022 respectively) to form an overlay complex for the area, meaning that the same geographic service area is served by all area codes and that ten-digit dialing is required for all calls made within the service area.
