The key has a transponder chip in it that has to be programmed by a locksmith or a dealer. You can turn the ignition lock but it'll just act like there is no spark. It's not the same thing as programming the buttons on the key which you can do. Dealers charge from zero to $150 or so, locksmiths usually $50 or so.
The physical key is a separate cost and I was quoted $75. AFAIK, the key comes pre-cut from VW according to the VIN. Therefore, $190 for the key fob, $75 for the physical key and $250 for programming the key fob for a total of $515 + $27 sales tax. I may be able to get a 10% discount if I can find a coupon.

The Countryman is an R60 model designation. The only reason you would need to program your key is for the Comfort Access features. Otherwise, it comes programmed to the car already and will start your car. Granted, it comes programmed if you bought the key from a MINI dealer. A cheap Amazon or eBay key will not work.
