The seat belt warning light is part of the instrument cluster, and (with the ignition switch on) is turned off only when the driver's seat belt is inserted into the buckle on the right side of the driver. There is a switch in the buckle that breaks the ground for the light on the instrument panel.

Yes it's common. It is the sending unit inside the gas tank. It is attached to the side Of the fuel pump canister. Buy it on the Internet as a single part or you will have to buy the entire fuel pumP canister from the auto parts stores.
