The hotel was publicly owned, by the government of Puerto Rico, and managed by the US-based Associated Federal Hotels chain. The hotel was designed by architects Osvaldo L. Toro and Miguel Ferrer and opened on October 4, 1963 as the Puerto Rico-Sheraton Hotel.
