It is easy to use now. It is a template to automatically add row numbers to sortable tables. The row numbers will not be sorted when columns of data are sorted. A possible note to add above a table: Row numbers are static. Other columns are sortable. This allows ranking of any column. See list of articles transcluding {{static row numbers}}.
If all the cells in a row are empty the cells still show up. If the header cell is also empty for that row all the cells show up, but they are narrow. That can be fixed with a simple <br> in one of the cells. That is what is done here:
The answer is that when the table has a row without containing any rowspan=1 cell, this row is "compressed" upwards and disappears. Solution : divide one of the tall cells so that the row gets one rowspan=1 cell (and don't mind the eventual loss of text-centering).

In LibreOffice Calc, first make sure the headers are in the top row, and that they are not sticky (frozen). Then select all from the view menu. Then click on the "Pivot Table" command from the Insert menu. Click OK in the popup box. In the next dialog box drag "Year" to the "Column Fields" box, and drag "State" to the "Row Fields" box.
Even though the row is indicated by the first index and the column by the second index, no grouping order between the dimensions is implied by this. To move the header row(s) back up to the top: Select the entire row(s). To select the entire row(s) click on the Calc numbered columns located on the far left of any sheet. Press and hold ALT key. Left click and hold any cell within that section (row numbers won't work). Using the mouse drag and drop the source row(s) to its destination.
