In December 2017, President Rodrigo Duterte issued a proclamation declaring the Communist Party of the Philippines (CPP) and its armed wing, the New People's Army (NPA), as terrorist organizations. The proclamation was made on the basis of the Human Security Act and the Terrorism Financing Prevention and Suppression Act, Republic Act No.10168.
