03xx is a range of non-geographic numbers introduced in 2007 as a cheaper alternative to the shared-cost non-geographic numbers (such as 0870 or 0845 numbers). In contrast to the 084x/087x range, calls to 03 numbers are considered local calls for billing purposes (i.e., like calls to a geographic number 01 or 02). [ 14 ]
For example, for 0844 numbers they would typically state: "calls cost 5 pence per minute from a BT landline, other providers and mobile operators may charge more." As other landline providers and mobile operators often charged significantly more than the tightly regulated BT amount, there was considerable potential for bill shock and confusion.
Most 0800-numbers cannot be called from abroad, and only few can be called from the Caribbean Netherlands (by dialing 0031800). 088-numbers are shared-cost; from landlines, the caller pays only the costs for a local call, whereas the receiver pays the rest.
A small number of landline providers and a smaller number of mobile providers have allowed 0870 (and a few landline providers have also allowed 0845) numbers to be used in inclusive minutes bundles. However, 0844 and 0871 numbers are never inclusive. From landlines, 084 and 087 numbers cost anything up to 20 pence per minute.
Most countries have a number sequence that enable the caller to make calls without charge, sometimes known as free calls or freephone, these are usually used by companies for their sales line (in the UK these are 0800 and 0808 numbers and in the US they are 800, 888, 877, 866, 855, 844 and 833).
