But Sunshine should keep working normally, and doesn't even depend on having an Nvidia card in the first place -- you can use it with AMD or Intel GPUs too. And at this point, I think Sunshine offers a much better experience than GeForce Experience ever did, as long as you're tech-savvy enough to configure it in its web interface.

I would say this is just Nvidia geforce being badly organised, as all the other sliders look set to default settings, I also highly doubt the slider would go to "0% voltage" as this would be no voltage, and therefore no power, so I think this is adding voltage to the "100% voltage" already in place (for the love of god Nvidia just give us a fucking number, 100% OF WHAT).
The FPS counter/rest of the nvidia overlay just doesn't show automatically anymore and you have to toggle it using alt + r Where as before it would just autodetect the game was running and toggle itself on and if you wanted to turn it off you'd have to do alt + z and go in overlay layout and turn off fps counter.
The definitive solution that worked for me for now after contacting Nvidia Support is to use: Nvidia Cleaup Tool to correctly uninstall all Nvidia's Apps and files, restart the computer then Clean Install the newest GeForce Experience+Driver (through Custom install option) I hope that helped
SpecialK is still a decent option, but if nvidia's version goes higher accurately, it would look better, especially compared to if you are trying to force SpecialK's settings past it's tone mapper's limitations (though the nvidia RTX HDR would have a performance hit by comparison apparently). Excerpt from a video I watched some time ago.
I use nvidia resolution tab to set 444 full RGB chroma 10 bit and resolution/refresh rate. I use g-sync so I control that being on or off from nvcp plus g-sync needs v-sync in global turned on plus games need FPS cap -3 of refresh rate so max frame rate locked in nvcp mostly.
NVIDIA automatically overclocks 2000-3000 series cards by running tests of voltage until it finds a stable overclock. The only downside I could assume is it raises power usage/voltage slightly. But overall, its worth it for the performance.
Replying to endorse the sentiment that--if you've got an RTX card, take advantage of your opportunity to use Nvidia Broadcast. It's great software. There might be some other options out there with comparable or even superior noise-cancelling performance, but they'll leverage your CPU to do so and Broadcast's performance is already so good that ...
When I install nvidia drivers, I only install the drivers and not the junk Geforce Experience. No extra processes running, I'm smart enough to go to their site to manually check for new drivers, I don't need it to auto adjust my games because I'm smart enough to manually tweak my games and I don't use it for streaming.
