You can necessarily "combine" two skins but you can modify skins, what you're wanting to do will require you to edit the skin manually through a skin editor.
Yes there is a way. First go to your skindex skins, then you will see a x in the right of your skin. Click that and it will say something like "Do you want to delete your skin?" you press ok or go and that skin has been deleted.
I would recommend Planet Minecraft. It's like the Skindex, but contains more than skins (although it does still do billions of skins), and hold contests for skins and builds and things. They even recently added in an on-site skin maker.

go to novaskin (new one) put your skin there it will have a few black arms but thats ok just make the same part with the black part dowload the skin make it older flip it make it new again and when you upload it to minecraft as ''slim'' it will automaticly fix it. this is the easiest way re-creating 10 pixels wouldnt be hard
