Transfer the ISO to the subject computer where you want to install .NET Framework 3.5 offline. Right-click on the ISO and choose "Mount". The ISO will be assigned a drive letter.
I am running the .NET 3.5 offline installer on windows 8.1 from Microsoft .NET Framework 3.5 Service pack 1 (Full Package) . Though, when I run this exe, it still prompts me to install from windows update. The same thing happens with the pre-service pack installer.

.NET Framework 3.5 cannot (impossible) be installed with the offline installer, it’s incompatible, with Windows 8.1, Windows 10, and Windows 11. The only two ways to install it is through the GUI allowing you to install optional Windows features and using the DISM command.

.Net framework versions are backwards compatible, so you could use the latest if you can't find a 3.5 offline installer. Note : .Net Framework versions higher than v4 are not supported by the Windows XP OS, though.
