In May 1970, the National Trades Union Congress (NTUC) announced plans to provide a cooperative taxi and minibus service. [4] The cooperative was aimed to target the problem of pirate or "ali baba" taxis which were rampant in Singapore at that time, [5] and NTUC planned to get former pirate taxi drivers to drive the minibuses as part of the cooperative.
