The issue you are encountering is usually a result of the Smartscreen feature, which you can modify. This can be for any number of reasons, e.g. the exe is not digitally signed so the publisher is not known. That said, I use WinRAR myself and I know that their installer is signed with a valid cert.

To install the drivers in compatibility mode: Right click on the setup file of the driver and select Properties. Select Compatibility Tab. Place a check mark next to Run this program in Compatibility mode and select the operating system accordingly from the drop down list. Let the driver to install and then check the functionality.

Winrar is not known to cause a problem as long as you are downloading it from its official site i.e. rarlab. 7Z is another alternative. But it can only open rar archives but can't create one. Actually Microsoft Store offers many good alternatives. If you are afraid of downloading, then download through Microsoft Store.
Hello I recently got my PC fixed with a fresh wipe of windows 10. But now I cant download any Rar files, everytime I try to this shows up.. I can download any other file besides rar.. I dont get it
