The members of the High Level Committee, consisting of Dr. S. Arumugam, Dr. M. Natarajan, and Dr. S. Kameswaran, submitted the proposals to the former Chief Minister of Tamil Nadu M. G. Ramachandran in the presence of H. V. Hande, former Minister for Health and Family Welfare Department of Tamil Nadu, on 5 July 1983 to start a separate medical university in Tamil Nadu.

After completing his bachelor's, Guruswami Mudaliar joined Madras Medical College for a degree in medicine. He passed out with flying colours and he later practised at Government Hospital, Thanjavur. After a few years, he was pressed into service as a professor at Madras Medical College.
VHS Hospital was the brainchild of Dr. K. S. Sanjivi. Prof. B. Ramamurthi served as the Dean of the Hospital and Principal of the Madras Medical College and Honorary Vice Chancellor of the University of Madras during his long and extensive years as a teacher, mentor and guide.
He pursued his education from the Madras Christian College. He later went on to become the longest serving Vice-Chancellor of Madras University [3] (for 27 years) and principal of Madras Medical College. He was also the Deputy Leader of the Indian delegation to the First World Health Assembly in Geneva in 1948.
