As bishop, Gilmour founded The Catholic Universe newspaper in 1874. In 1877, the Cuyahoga County auditor announced plans to tax Catholic churches and schools. Gilmour fought the auditor in court, winning his case six years later. [15] He was also wary of the public school system. [16]

Arnold Damen, SJ, at the behest of Bishop Anthony O'Regan.Damen wanted to build a large complex with multiple buildings to serve the needs of the local Catholic immigrants, but many were concerned about raising the funds for a grand church in the wake of the Panic of 1857.
