I've tried running the Driver Assistant tool multiple times, and installing the newest version of the driver and the your steps but has not helped at all. The 21.10.1 packages provide the 18.33.17.1 driver for the 7260 and 3160 series Wireless modules/cards. This is the last driver update that Intel released for these modules/cards. It provides (amongst other things) support for Windows 10 and interoperability with WiFi 6 Routers (this latter capability is what has drawn the most customers).
