On July 19, 1964, Graham was appointed North Carolina Commissioner of Agriculture, by Governor Terry Sanford, to fill the unexpired term of the late Lynton Y. Ballentine. Graham was elected Commissioner of Agriculture in November 1964 and reelected eight times.

Steve W. Troxler (born 1952) is an American farmer and politician who has served as the 16th Agriculture Commissioner of North Carolina since 2005. Because of a contested election due to lost ballots in the November 2004 statewide elections, he was not sworn in until February 8, 2005.
