OCSS was established with the Federal Government’s enactment of CSE of 1975. AFDC was abolished by the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, and replaced by a much stricter legal standard known today as TANF—Temporary Assistance for Needy Families.
