After 10 years of building the 2.98:1/2.99:1 1st gear 4 speed, it is still my number one seller. Many guys have coupled this low 1st gear 4 speed with a 3.08:1 diff gear, some with a 2.73:1 diff gear, and my personal favorite combination is the 2.99:1 with a 3.31:1 diff combo..
After talking to the knowledgable guy my rebuilder got the parts from, it was learned that the Synthetic Gear oil I filled the transmission with, could be the issue. He claimed there would be a 30-40% loss of shift quality when using synthetic gear oil. He recomended a mineral based gear oil with a GL-4 rating.
General Motors stopped installing "Muncie" 4 speeds in 1974. Complete units were able to be purchased from GM until the late 1970's. Parts trickled out of inventory by the late 1980's. With the quality of used Muncie transmissions getting worse in the last 7 years, the idea of making new improved Muncie parts was becoming a reality.
I bought my whole rebuild kit from Jody and he provided technical support through the rebuild. I like my M22W gearset with the exception of the lack of overdrive. But there is no interstate driving in our local area, driving faster than 55 MPH is illegal, so the 4-speed works well for me.
A lower rear end ratio and an overdrive 5th (OD 5 speed is more or less a 4 speed w/ OD) is good. Or a 5 speed w/ a low 1st and 1:1 5th and 3:08/2.7 rear gear could work. It depends on what's handy. If you already have parts, it may make sense to use what you have.
Every 4-speed I have been in made a whining noise at least through the first 3 gears, quieter in 3rd as the rpm's dropped. Not saying there is not a problem, but I wouldn't go through the trouble of removing it when likely nothing is wrong, after I rebuild engines and such I am overly paranoid for the first few days at every little noise ...
The M-21 is the close ratio 4-speed. It was used on high performance models with numerically high rear end ratios. The M-22 was the "rock crusher". It had the same gear ratios as the M-21. The VIN is stamped on the tranny. The location may have varied. I haven't looked at mine in a while, so maybe someone else could be more specific.

If you are considering switching to the muncie because it's lighter, based on that alone, the advantage would be negligible. Strength, yes, the muncie has it. For a cruiser like mine the saginaw's one advantage may be that you have more gearing options due to a wider range of gear sets.
Check with Jody's Transmission, his website and is a member here. His forte is rebuilding Muncie's and the like. Yes, 60 MPH is 3000 RPM with OE diameter tires and 3.73:1 gear
