Some free-to-play games such as Quake Live have later become paid and game giveaways are common. While the "-100%" games may be consistently posted to r/gamedeals , DLC won't I suppose. Titles are also getting delisted and I'm only aware of one situation where existing owners where affected (apparently the game was online-only, servers closed).
All it does is register as much free content to your account as possible. SDK and random videos will show up in your list, no new games show up in your list though. The only true benefit is if any of the free games you're registering suddenly go paid you'll already have a copy linked to your account for free.

As of this moment, I have claimed every single free package available (excluding DLC for games I may not own) on Steam!
It's just nice to know that I don't have to worry about missing any free DLCs or special "download now keep forever promotions" by running the tool once every other day or so. But the problem is that the more packages you have tied to your Steam account, the slower the Steam client gets, and that causes some nasty side effects.
Free game deals are always on top of the list, and then you also don't miss other exceptional deals like great bundles. There's also r/gamedealsFree, which only lists the free deals, although I don't know if it's 100% reliable. Either way, thanks for sharing!
SteamDB had an index of "free on demand" packages and generated code that would send a POST request to a special page called /addfreelicense with the package (subscription, sub) to add. The script would not interact with the Steam client directly.
