Use Adobe Acrobat Pro. Open the PDF, then file>save as>optimized PDF. If you want the smallest size possible but lower DPI I would have all boxes checked in the ones that have just check box lists, and on the first screen downsample to 150 PPI for both.
Up until v.9, it was just a matter of opening the pulldown menu Documents > Reduce File Size. and then some more. How's that done in the newer versions of Acrobat? Look in the menu File > Save As Other... Works like a charm... I have a pdf file of a A1 size drawing that went from 6,7 to 1.7 Mb.
