'In' is most natural, but 'at' can be used as well; you usually 'meet at' places, but 'square' and other similarly open spaces (or enclosed spaces, like a shopping mall) are often met 'in'.

At Athens the property line is 440 but you lease back the property from there to the waters edge from the city. Also, you lease back the area covered by your dock, so much per square foot of deck. So my understanding is you are in control of all your property to the edge of the water, and all the area of your dock.
