The Phone app is still on your phone; you'll have to find it in the "page" icons, i.e. all the other icons above the Dock bar. If you can't find it on the 1st page, swipe left to go the next page and look for. Repeat until you find it. Once found, press it until the icons start jiggling and then drag the Phone app to where it used to be.
Swipe all the way to the left until you get to the App Library. Look for the Phone app and then drag it to the home screen. Cheers. When you add a phone number to a contact, clicking the number would bypass the dial tone. 😉📞.
