The City of Philadelphia purchased the property with the intention of redeveloping it. The site had several proposals, including a mall and a luxury apartment complex surrounded by the old prison walls. During the abandoned era (from closing until the late 80s) a "forest" grew in the cell blocks and outside within the walls.

The Detention Center (DC) houses approximately 1,200 medium custody male inmates. The DC opened in 1963, replacing the defunct Moyamensing Prison as an intake center for the Philadelphia Department of Prisons. The Detention Center is a PDP male intake center until the intake function was transferred to CFCF in 1995.

The Philadelphia House of Correction is one of five local prisons operated by the Philadelphia Prison System. It is located at 8001 State Road in the Holmesburg neighborhood of Northeast Philadelphia. The facility was built in 1874 and rebuilt in 1927.
