If Toledo needed a shitass pedestrian bridge there, Toledo would have built it. What apparently was needed was pork money for the contruction votes that's becoming more and more conservative as thier pockets get full. Use public money for public good. This is private pork all the way.
The West Virginia players have 30 days to enter the portal since their coach quit. I have no idea if Toledo has a connection with any of their players but this could be a source of another roster addition. Also, West Virginia will likely pick an experienced coach and that coach's player will be able to enter the portal.
