On average, surface water in Peru is abundant. Nevertheless, it is unequally distributed in space and time. Especially the coastal area, where the country's major cities are located and two thirds of the population live, is very dry. On June 12, 1981, the National Service for Drinking Water Supply and Sewerage (Spanish: Servicio Nacional de Abastecimiento de Agua Potable y Alcantarillado, SENAPA) was created, modifying the structure and function of ESAL, establishing the Service for Drinking Water and Sewerage of Lima (Sedapal) as a subsidiary company of Senapa.
While Peru accounts for about four per cent of the world's annual renewable water resources, over 98% of its water is available east of the Andes, in the Amazon region. The coastal area of Peru, with most of economic activities and more than half of the population, receives only 1.8% of the national freshwater renewable water resources.
