To find out the username of the admin who protected the page click on "history" at the top of the page, then click on "View logs for this page" which is under the title of the page. The protecting admin is the username in blue before the words "protected", "changed protection level" or "pending changes".

Basically, I am trying to replace the PNG and JPG flags with the SVG ones on the country data templates but there are templates that are locked (e.g. Template:Country data North Korea and Template:Country data Namibia). Recently, I tried to replace the PNG files of the new military flags with the SVG ones at least for North Korea.
