The Royal Institute of International Affairs has its headquarters in central London at 10 St James's Square, which is known as Chatham House.It is a Grade I listed 18th-century building that was designed in part by Henry Flitcroft and was occupied by three British prime ministers, including William Pitt, 1st Earl of Chatham, whose name became associated with the house. The rule was created in 1927 and refined in 1992. Since its most recent refinement in 2002, the rule states: [1] When a meeting, or part thereof, is held under the Chatham House Rule, participants are free to use the information received, but neither the identity nor the affiliation of the speaker(s), nor that of any other participant, may be revealed.
William Pitt, 1st Earl of Chatham (15 November 1708 – 11 May 1778) was a British Whig statesman who served as Prime Minister of Great Britain from 1766 to 1768. Historians call him "Chatham" or "Pitt the Elder" to distinguish him from his son William Pitt the Younger, who also served as prime minister.
