The notation for Pacific time, UTC-08:00, means subtract 8 hours from UTC, so Pacific time is 9:43 (which is also true). So, contrary to the statements of the editor, the table before his/her revisions did indeed indicate that eastern time is ahead of Pacific time by 3 hours. I have reverted the edits. Originally this ran from the last Sunday in April until the last Sunday in October.
