A hydrostatic test involves pressurising the cylinder to its test pressure (usually 5/3 or 3/2 of the working pressure) and measuring its volume before and after the test. Pressure-retaining items can be registered with the National Board, requiring certain uniform quality standards be achieved certifying the manufacturing, testing, and inspection process. To obtain a certification the registered items have to be inspected by National Board-commissioned inspectors and built to required standards.
The test involves filling the vessel or pipe system with a liquid, usually water, which may be dyed to aid in visual leak detection, and pressurization of the vessel to the specified test pressure. Pressure tightness can be tested by shutting off the supply valve and observing whether there is a pressure loss.

A proof test is a form of stress test to demonstrate the fitness of a load-bearing or impact-experiencing structure. An individual proof test may apply only to the unit tested, or to its design in general for mass-produced items. Such a structure is often subjected to loads above those expected in actual use, demonstrating safety and design margin.
