The Guild Hall was commissioned to replace the town's Public Hall. [1] The new building, which was designed by Robert Matthew, Johnson Marshall , was due to be ready for the Preston Guild of 1972, but after construction was delayed, it only officially opened in 1973.

The following week's edition for 5 October 1887 devoted several columns to "The Opening of the New Town Hall and Inauguration of the Parks". It was a civic event of considerable size and importance and when the opening ceremony for the town hall was concluded a procession was formed which made its way to Avenham and Miler Parks.
In 1879, the first Preston lending library was set up in the Town Hall basement, while a public museum was set up on Cross Street, opening 1 May 1880. Success led the council to erect a new building for both. Work started on the museum in 1882 during the Preston Guild, and it officially opened in 1893. [2]
